En raison d'un échéancier particulièrement serré, il a été convenu dès le début de la planification que la meilleure méthode de construction consisterait à combiner plus d'un matériau. Ainsi a-t-on choisi le béton préfabriqué pour la superstructure et le béton coulé sur place pour les fondations et la structure souterraine.

Cette approche a permis de débuter les travaux simultanément : pendant qu'on réalisait les fondations et la structure souterraine, on fabriquait en usine les éléments de béton servant à la superstructure.

Enfin, un accent particulier a été mis sur l'architecture de façon à ce que le bâtiment s'harmonise avec le voisinage.

Because of a very tight schedule, it was agreed early in the planning process that the best construction method would combine more than one material. Precast concrete was chosen for the superstructure and cast-in-place concrete for the foundations and below-grade structures.

This approach made it possible to start the work simultaneously: while the foundations and underground structure were being completed on the jobsite, the precast components were being fabricated in the factory.

Finally, special architectural accents were added to help the building blend in with its surroundings.
